Yucca Valley short-term rental permit

Yucca Valley requires a Temporary Short-Term Vacation Rental Permit, valid for a maximum of four years. The application lists $1,548.00 in total fees, paid with one check. That total includes a $1,035.00 permit fee with a $381.00 compliance monitoring fee, both charged every 4 years. A $94.00 business registration application is part of it too. Applications are accepted in person, by appointment only. The file includes a certificate of insurance, a Nuisance Response Plan and a 300-foot radius map of neighbors. Planning Division staff review the request. An approval becomes final after ten calendar days, during which it may be appealed.[5]

What Yucca Valley asks of you

  • Before renting, the owner obtains the permit, a business registration certification and a transient occupancy tax certificate.[4]

  • Only detached single-family residential units qualify. Duplexes, condominiums and recreation vehicles are excluded.[4]

  • The town code allows these rentals in all zoning districts on the Yucca Valley Zoning Map.[4]

  • Permits may never exceed ten percent of the town's official inventory of detached single-family residential dwelling units.[4]

  • On September 1, 2026, the town reported the cap not reached, with 215 openings for new applicants.[7]

  • Once the maximum is reached, complete applications go on a waiting list in the order received.[4]

  • An owner gets one permit, regardless of the number of parcels.[4]

  • Section 5.40.040 makes the permit valid for a maximum four year period.[4]

  • The owner's conditions in section 5.40.110 still describe approval as valid for a twenty-four month period.[4]

  • The application's fee list counts $38.00 for the transient occupancy tax permit. The registration form inside the same packet asks for $36.00.[5]

  • Renewal costs $1,416.00 in total, the permit fee plus the compliance monitoring fee.[6]

  • Overnight occupants are capped by bedroom count: 4 for one bedroom, 6 for two, 8 for three. The table stops at 14, with the same numbers limiting vehicles.[4]

  • No sound device may be audible outside the unit after 10:00 P.M., a restriction that lifts at 7:00 A.M. each morning.[4]

  • Noise Aware hardware, or an equivalent, must be installed before operations.[4]

  • The local contact answers complaints by telephone or text within fifteen minutes. On-site presence is due within thirty minutes.[4]

  • Among the occupants, the responsible person has to be twenty-one years old at minimum.[4]

  • Parking is allowed on site only.[4]

  • Advertisements in print, on television or online must post the current permit number. Audio-only advertising must read it aloud.[4]

  • Property owners and tenants within 300 feet are notified of each approval, with the local contact person's phone number.[4]

  • The town asks for documentation of insurance covering the structure as a short-term vacation rental. The code states no dollar minimum.[4]

  • A first verified operational violation costs $1,500.00. Within a twelve month window, the second is fined $3,500.00. The third reaches $5,000.00.[4]

  • The permit expires at once upon a change of ownership. Section 5.40.170 allows a transfer to a purchaser when its four conditions are met.[4]

  • Voters adopted Measure K in the 2022 general election, which moved the existing tax rate of 7% up to 12%.[10]

  • The town's tax return form refers to a Voluntary Collection Agreement with Airbnb and HomeAway.[9]

  • No state license exists for short-term rentals in California. The state's 2025 act on booking platforms says it does not preempt a local short-term rental ordinance.[1]

  • Since July 1, 2024, every mandatory fee has to sit inside the rate you advertise. Only government taxes and fees may be added later.[2]

  • State law caps city fines when a short-term rental violation threatens health or safety. The first ceiling is $1,500. A second violation within the year reaches $3,000, each later one $5,000.[3]
