Payson, AZ short-term rental registration
Payson is the clearest illustration in Arizona that a town licence is the last step, not the first. Before the town will issue one you need a transaction privilege tax licence from the Department of Revenue, because your tax number goes on the application, and you need the property registered with the Gila County Assessor under A.R.S. § 33-1902, because renting before that registration is illegal. Only then does the town licence follow, one per property, renewed every year. Own three or more properties in town and a business licence is added on top.[3]

Payson short-term rental license
Payson requires short-term and vacation rental owners to obtain and maintain an annual town licence for each property in Payson, in addition to county and state requirements, and the licence has to be renewed every year. Three things come first. You need a transaction privilege tax licence from the Arizona Department of Revenue for each rental property, since the town asks for your tax number on its own application. You need the property registered with Gila County as required by A.R.S. § 33-1902, and the town states plainly that it is illegal to rent a property before it is registered with the Gila County Assessor. And if you own three or more properties within incorporated Payson, you also need a town business licence. After the town licence is issued, or before the vacation rental is first offered, and in any case within seven days of the licence being issued, the owner or a designee must give neighbour notification to each single-family residential property adjacent to the rental.[3]

What Arizona asks wherever you host
These rules apply at this address whatever the city decides.
No Arizona city may prohibit short-term rentals, or restrict them by classification, use or occupancy beyond the closed list the statute sets out.[1]
Where a city requires a permit, its fee cannot exceed the actual cost of issuing it or $250, whichever is less, and the application may ask for only six things.[1]
A city may require you to notify the adjacent, opposite and diagonally opposite properties before the first booking, and to display the permit number on every advertisement.[1]
A stay of under thirty consecutive days falls in the state's transient lodging classification; from thirty consecutive days it does not.[2]
