Winter Park short-term rental registration
Winter Park requires a short-term rental registration before a unit is advertised or rented. Booking services are bound by the same ban. Every unit gets its own registration, issued to its owner rather than to the address, and it cannot be transferred. The unit also needs a business license. A property manager's collective license can stand in for it. A registration runs for twelve months. Since August 1, 2025, each registration has needed proof of a passed inspection by the East Grand Fire Protection District. Renewals need it too. The fire and life safety check must date from the prior twelve months.[5]
What Winter Park asks of you
Title 3, Chapter 10 of the town code applies to rentals of less than 30 consecutive days.[5]
The town's Rent Your Home page sets a different threshold. It asks for a business license and sales tax on rentals of less than 31 days.[10]
The finance department lists the short-term rental registration at $150 a year. The business license adds $60 a year.[8]
Every registration expires on September 30, whatever its start date. A partial year is not prorated.[7]
A home that sleeps 20 people or more needs a special use permit before it can register.[5]
Each ad has to display the number prominently, worded as “Winter Park Short-Term Rental Registration No.” and then the number.[6]
Cars belong on the unit's own site or in a town-designated lot. Lawns and the adjacent street are off limits. Nobody may sleep in a vehicle parked at the rental.[6]
Ads list the on-site spaces. A unit without any must say so and add that street parking is not allowed.[6]
Under the town code, the owner warns guests of quiet hours starting at 10:00 p.m. each evening. They last until 7:00 a.m., with the owner taking reasonable steps to enforce them.[6]
On the town's Good Neighbor page, the quiet period also opens at 10:00 p.m. It closes at 8:00 a.m. instead.[7]
The code's evidence of a noise violation is a sound audible 50 feet from its source, louder than anything else nearby.[6]
A responsible agent is named at registration and stays reachable around the clock. Complaints get a response within 60 minutes.[6]
Smoke detectors, carbon monoxide detectors and fire extinguishers must work at all times. Wood-burning fireplaces and stoves are cleaned once a year.[6]
A copy of the registration hangs in a visible spot inside the unit, with the town's conditions beside it.[6]
Wildlife roams the town, so trash may not sit outside overnight. From November 1 to May 1, no car may park overnight on any town street.[7]
An owner caught renting without a registration gets a certified letter and ten business days to fix it. After that, each day counts as a separate offense.[5]
Within a registration's twelve-month term, a first offense can bring a warning, a $500 fine or a suspension of 90 days at most.[6]
A second offense costs $1,000. The town may also revoke the registration.[6]
An owner who disputes a penalty writes to the town manager within ten days of the notice.[6]
