Mesquite short-term rental license
Renting a Mesquite home for 27 consecutive days or less takes a vacation home rental license, with a separate license for each rental. Section 2-1-13 sets the fee at $50 per rental. The qualified local operator can be the owner, if the owner lives within 40 miles. That person answers around the clock and has 60 minutes to address a complaint. Neighbors within 300 feet get written notice before the first license.[3]
What Mesquite asks of you
Section 2-13-5 bars renting a home for 27 consecutive days or less without a vacation home rental license. Each rental needs its own license.[3]
The license goes only to the owner, who remains responsible when an agent or manager fails to comply.[3]
Vacation home rentals are allowed only in residential zones that list the use as permitted or conditional.[3]
The application includes proof of homeowners' and liability insurance. It also needs a certificate of occupancy from the city's Building Department.[3]
In a community with covenants or bylaws, those documents must expressly permit vacation home rentals. Each bedroom counted must measure at least 70 square feet.[3]
The license fee is $50 for each vacation home rental.[4]
Occupancy follows a chart: 4 guests in a studio or one-bedroom, 8 in two bedrooms, 10 in three. Four bedrooms allow 12. Five or more allow 16.[3]
Guests park on site only, within the number of spaces the license sets. Buses may not park on the property or on the street.[3]
Sound equipment may not be used outdoors, or be audible outside, from 10 p.m. through 8 a.m.[3]
A notice by the front door gives the 24-hour contact and the maximum number of occupants. It also states the vehicle limit and the trash pickup rules.[3]
Every print or online ad must show a valid business license number for the unit.[3]
An owner living within 40 miles of the city may act as the qualified local operator. Other owners designate a local person, property manager or agent.[3]
The qualified local operator answers around the clock and addresses complaints within 60 minutes. Response and incident logs go to the city on request.[3]
Before the first license, the operator sends written notice to every residential property within 300 feet. The notice gives neighbors no vote on the license.[3]
Penalties climb within any 12 months, from a warning to a notice of violation or fine. A third violation suspends the license for 90 days, and a fourth can revoke it.[3]
Operating a vacation home rental without a valid license is a misdemeanor under Section 2-13-17.[3]
Because Clark County licenses short-term rentals only in its unincorporated areas, a Mesquite address answers to the city.[7]
