Indian Rocks Beach, FL short-term rental registration

Indian Rocks Beach registered its rental stock late and deliberately: the commission adopted ordinance 2023-02 on 9 May 2023 and gave owners until 1 August to comply. The registration itself is annual and chases the same threshold the state uses — more than three lets a year under thirty days. Its distinctive feature is the exemption: a property you live in, or that carries a homestead designation, falls outside the article altogether, verified by affidavit against the Pinellas County records. Everyone else registers, and passes a fire inspection before the city signs off.[6]

Indian Rocks Beach vacation rental registration

Indian Rocks Beach requires an annual vacation rental registration for any property let to overnight guests, under ordinance 2023-02, which the city commission adopted on 9 May 2023 and brought into force on 1 August 2023. The ordinance follows the state's definition of a transient public lodging establishment: a structure rented to guests more than three times in a calendar year for periods of less than thirty days or one calendar month, whichever is less, and advertised or held out as a place rented to guests. Registering means first holding a state lodging licence, a Florida Department of Revenue sales and use tax certificate and a Pinellas County tourist development tax account, then paying the city's annual local business tax, whose amount depends on the number of units you rent. The city will not give final approval without proof of a passed Pinellas Suncoast Fire Rescue inspection, and registrations renew each year on the date they started. Owner-occupied rentals and properties designated as homestead are exempt on affidavit, which the city checks against Pinellas County records.[6]

What Florida asks wherever you host

These rules apply at this address whatever the city decides.

  • Florida licenses vacation rentals itself. A house, townhouse or unit in a building of four units or fewer is licensed as a dwelling, a unit in a condominium or cooperative as a condominium, and the licence costs $150 plus $10 per rental unit plus a $10 hospitality education fee.[2]

  • A city cannot ban vacation rentals, nor regulate how long or how often you rent, unless its ordinance was already on the books on June 1, 2011. Ordinances adopted before that date survive untouched, which is why two neighbouring Florida towns can sit at opposite ends of the scale.[1]

  • State sales tax is due on every rental of six months or less. A bona fide written lease for more than six months of continuous residence is exempt, and so is the seventh month onward once a guest has stayed and paid for six.[3]
